浙江杭州铜鉴湖公园，一艘搭载人工智能技术的无人机巡检机器人正快速掠过湖面；几乎同一时间，根据无人机传回的高清影像和精准定位，值班室数字管理大屏上跳出预警提示——有人在违规垂钓。工作人员随即出动，短短几分钟，这起违规行为被高效精准处置。

At Tongjianhu Park in Hangzhou, Zhejiang Province, an AI-powered UAV patrol robot skims swiftly across the lake. Meanwhile, based on high-definition footage and precise positioning transmitted in real time by the drone, early warning alerts pop up on the digital management screen in the duty room, flagging illegal fishing activities. Staff members are dispatched immediately, and the violation is handled efficiently within minutes.

无人机装备与系统的提供方，是浙大启真未来城市科技（杭州）有限公司。公司总经理章俊屾说：“园方试用后，说效果不错，决定合作。这是我们团队转型做全栈式低空智治服务以来拿下的大订单！”

The UAV equipment and supporting systems are supplied by Zheda Qizhen Future Urban Technology (Hangzhou) Co., Ltd. Zhang Junshen, the company’s general manager, remarked: “After a trial operation, the park was satisfied with our solution and finalized the cooperation. This is a major order our team has secured since pivoting to full-stack low-carbon intelligent governance services.”

2023年，浙大启真科技刚刚落户杭州市余杭区，就被接入了属地五常街道与经营主体联合打造的生产性服务业平台——“未来星宸科创共同体”，还被安排了两名专属“服务员”——平台工作人员屈璐璐和街道经济发展办公室工作人员杨昆宇。

After settling in Yuhang District, Hangzhou, in 2023, the enterprise was soon connected to the Future Star City Sci-tech Innovation Community, a producer service platform jointly built by Wuchang Sub-district and local market entities. It was also assigned two dedicated service stewards: Qu Lulu from the platform and Yang Kunyu from the sub-district economic development office.

章俊屾清楚记得，公司搬来没多久，两名“服务员”便主动上门。

Zhang Junshen still clearly remembers that the two stewards took the initiative to pay a visit shortly after the company’s relocation.

“章总，这是根据过往服务经历梳理的科创企业可能会遇到的‘成长烦恼’。”杨昆宇递上服务手册，详细介绍相关政策框架，“服务业小升规”等政策还被特意标记出来，“这些都可以申请，我们协助您填写准备相关材料，其他由平台全程代办。”

“Mr. Zhang, this document lists common growing pains faced by sci-tech enterprises summarized from our past service experience,” Yang Kunyu said, handing over a service manual and elaborating on relevant policy frameworks. Key policies such as the incentive for service enterprises to scale up were specially highlighted. “You are eligible to apply for these benefits. We will assist you in preparing application documents, and the platform will handle the whole process on your behalf.”

翻阅手册，政策申请、人才补贴、法律援助等信息一应俱全。“没想到还有金融服务，我们研发资金需求大，不知可否帮忙对接融资？”章俊屾抛出问题，屈璐璐爽快应下。不到3个工作日，她便带着几家银行的金融方案再度登门拜访。

The manual covers policy application, talent subsidies, legal aid and other supporting services. “Our R&D requires substantial capital investment. Could you help us connect with financing resources?” Zhang asked. Qu Lulu responded positively and within three working days, returned with tailored financial solutions from multiple banks.

“我们有专业的金融服务团队，与10余家银行建立起常态化联络机制，还链接了杭州金融综合服务平台，背靠金融服务数字化产品超市和经营主体信用服务体系。”平台负责人叶金燕说，“平台已为30多家企业对接了累计近亿元的金融服务。”

“We have a professional financial service team with regular communication links with more than a dozen banks. We are also connected to Hangzhou’s comprehensive financial service platform, backed by a digital financial service supermarket and a credit service system for market entities,” explained Ye Jinyan, person-in-charge of the platform. To date, the platform has facilitated nearly 100 million yuan in financial support for over 30 local enterprises.

发挥平台优势，屈璐璐就浙大启真科技的业务情况和融资需求与金融机构沟通，几家银行第一时间“报单”，量身定制了金融方案。

Leveraging platform resources, Qu Lulu communicated with financial institutions based on the company’s business conditions and financing needs, enabling banks to roll out customized financial solutions in a timely manner.

除了研发资金，章俊屾坦言，公司还遇到过找不到合适场地做无人机系统试飞和软件功能联调测试的问题，“要么太远，要么太贵。”

Beyond R&D funding shortages, Zhang Junshen admitted the company once struggled to find suitable venues for UAV test flights and software joint debugging, with alternative sites either too remote or overly costly.

抱着试一试的心态，章俊屾主动找到了平台。

With a tentative mindset, the company turned to the platform for help.

“咱们街道人多、楼多、空地少，一时间找不到合适场地。”屈璐璐和杨昆宇几经商量，将目光锁定在公司所在园区楼宇的楼顶，“楼顶只有一些空调外机，稍加改造就能用。”在杨昆宇的沟通协调下，一块200平方米的无人机起降、测试场改造成形，并免费提供给浙大启真科技使用。

“Given the dense population, numerous buildings and limited open space in our sub-district, it was challenging to find an ideal site at first,” Qu Lulu and Yang Kunyu noted. After careful consideration, they targeted the rooftop of the enterprise’s office building, which only housed several outdoor air-conditioning units and could be renovated at low cost. Thanks to coordination by Yang Kunyu, a 200-square-meter UAV takeoff, landing and testing area was renovated and provided to the company free of charge.

五常街道党工委委员章倩汝介绍，为破解辖区科创企业数量众多、类型各异、需求多元的发展难题，街道对接政府部门，平台链接社会资源，通过优势互补，形成“服务+治理”的科创平台模式，落实从资金、政策到市场的“全链条”服务，以精准“服务指数”换取企业“发展指数”。

Zhang Qianru, Member of the Party Working Committee of Wuchang Sub-district, introduced that to address the diverse development needs of numerous sci-tech enterprises in the area, the sub-district aligns with government departments while the platform integrates social resources. Through complementary advantages, an integrated “service + governance” model for sci-tech innovation has taken shape, delivering full-chain support ranging from capital and policy incentives to market expansion. Targeted high-quality services effectively fuel the high-quality development of local enterprises.

在平台帮助下，浙大启真科技一步步发展起来，还获评“国家高新技术企业”、挂牌“浙江省博士后工作站”等。章俊屾没想到的是，平台还为公司拉来了新业务。“我们了解到铜鉴湖公园需要园区巡检，刚好和他们的技术、产品匹配。”这一次，屈璐璐做起“红娘”，积极牵线搭桥，这才有了开头一幕。

With continuous support from the platform, Zheda Qizhen Future Urban Technology has achieved steady growth. It has been recognized as a National High-tech Enterprise and accredited with a Zhejiang Provincial Postdoctoral Workstation. Beyond policy and financial support, the platform also helped the company expand its business reach. “We learned that Tongjianhu Park required intelligent patrol management, which perfectly matched their technologies and products,” Qu Lulu said. Acting as a business matchmaker, she facilitated the in-depth cooperation that underpinned the efficient intelligent management at the park.
