Baodi District, Tianjin: Focusing on High-tech Industries, Building Innovation Chains to Boost Enterprise Development

“脚踩”4个特制橡胶轮，“头顶”2个毫米波雷达，全身布满高清摄像头、雷视融合传感器……天津市宝坻区京津中关村科技城，天津新松智能科技有限公司（以下简称“新松智能”）生产车间内，工作人员正在调试一台井下作业机器人。

Equipped with four special rubber wheels at the bottom, two millimeter-wave radars on the top, and covered with high-definition cameras and radar-video fusion sensors all over its body, an underground operation robot was being commissioned by staff members in the workshop of Tianjin Siasun Intelligent Technology Co., Ltd. (hereinafter referred to as Siasun Intelligent) at the Beijing-Tianjin Zhongguancun Science City in Baodi District, Tianjin.

“这款机器人，可实现红外热像仪实时捕捉电缆温度，借助5G信号将数据迅速传至地面。”新松智能负责人关腾腾介绍，这款企业自主研发的“矿山电力系统智能运维解决方案”，采用“激光+超声波+视觉”融合导航，已在多个大型煤炭基地示范应用，隐患主动发现率提升60%以上，运维成本降低约40%。

"This robot is fitted with an infrared thermal imager to monitor cable temperatures in real time, and transmits data to the ground promptly via 5G signals," said Guan Tengteng, person in charge of Siasun Intelligent. The company’s independently developed "intelligent operation and maintenance solution for mine power systems" adopts integrated navigation combining laser, ultrasonic and visual technologies. It has been put into pilot application at multiple large coal bases, lifting the active detection rate of potential hazards by over 60% and cutting operation and maintenance costs by around 40%.

新松智能总部位于辽宁沈阳，在北京设有研发中心。2019年，企业将成果产业化基地选址在京津中关村科技城。“作为一家智能装备生产企业，我们看中的是这里的创新基因。”关腾腾说。

Headquartered in Shenyang, Liaoning Province, Siasun Intelligent also runs a research and development center in Beijing. In 2019, the company chose the Beijing-Tianjin Zhongguancun Science City as its industrialization base for technological achievements. "As an intelligent equipment manufacturer, we are drawn to the strong innovation vibe here," Guan Tengteng noted.

自2013年中关村发展集团与宝坻区合作以来，京津中关村科技城累计出台55条支持政策。新松智能与天津大学等成立联合实验室，攻克了“动态避障”等关键技术。

Since Zhongguancun Development Group launched cooperation with Baodi District in 2013, the science city has rolled out a total of 55 supportive policies. Siasun Intelligent has set up joint laboratories with Tianjin University and other institutions, tackling core technologies such as dynamic obstacle avoidance.

同在科技城的德矿九鼎（天津）科技有限公司（以下简称“德矿九鼎”），主要生产高端矿用降温装备和智能瓦斯抽采系统。厂房内，一台台大型智能压力耦合装备正在总装调试，即将发往各地。

Also located in the science city is Dekuang Jiuding (Tianjin) Technology Co., Ltd. (hereinafter referred to as Dekuang Jiuding), which specializes in high-end mine cooling equipment and intelligent gas drainage systems. Inside its factory, large intelligent pressure coupling devices are undergoing final assembly and commissioning, ready for delivery across the country.

在科技城推动下，德矿九鼎与华北电力大学、天津大学等高校合作，形成“理论研发—装备研制—下井应用”的产学研用联合体。

Driven by the science city, Dekuang Jiuding has partnered with North China Electric Power University, Tianjin University and other universities to build an industry-university-research-application consortium featuring a complete chain of theoretical research, equipment development and on-site operational application.

“我们的总部在北京中关村，在河北燕郊也有生产基地。”德矿九鼎负责人马桂霞介绍。北京做研发，燕郊做成熟产品，宝坻做高端智造，协同让企业实现了跨越式发展。

"We are headquartered in Zhongguancun, Beijing, and also have a production base in Yanjiao, Hebei Province," introduced Ma Guixia, head of Dekuang Jiuding. With R&D conducted in Beijing, mature products manufactured in Yanjiao and high-end intelligent production carried out in Baodi, the company has achieved leapfrog development through cross-regional collaboration.

两家企业的成长，是京津中关村科技城打造创新链的缩影。截至2025年底，科技城已累计引入经营主体2000余家、实体企业200余家，其中国家级高新技术企业31家、专精特新中小企业14家。科技城聚焦新一代信息技术、高端装备、新材料3个主导产业，从“引进来”到“链起来”，构建起区域产业配套生态。

The growth of the two enterprises epitomizes the efforts of the Beijing-Tianjin Zhongguancun Science City to foster sound innovation chains. By the end of 2025, the science city had attracted more than 2,000 business entities and over 200 physical enterprises, including 31 national high-tech enterprises and 14 specialized, sophisticated, distinctive and innovative small and medium-sized enterprises. Focusing on three pillar industries — new-generation information technology, high-end equipment and new materials, the science city has evolved from simply introducing enterprises to forging industrial links, and built a complete regional industrial supporting ecosystem.
